The ND lottery was one of the latest to be established, having only been founded in 2004. Even then, the voter referendum allowed for the state lottery to join multi-state lottery draws but prohibited any in-state lotteries. As such, residents of North Dakota can only participate in multi-state drawings and there are no scratch cards or other offerings.
While the legal situation is somewhat peculiar and quite different from most other states, North Dakota is one of just six US states where lottery and lotto winners can stay anonymous if they so choose regardless of the amount won. Proceeds from lottery sales are distributed to among various funds, with 22 percent going to the State General Fund. Only 51 percent of total sales go towards various lottery prizes. The minimum North Dakota lottery age is 18.

In terms of lottery, North Dakota was really late to join the party. For the North Dakota lottery to be established, the state constitution had to be changed, which happened in 2002. This is when voters supported an important constitutional amendment, which finally made it possible for the state to start offering lottery games.
However, the amendment only allowed the state to join multi-state lotteries, while preventing any in-state based games. Therefore, residents can only buy tickets for big draws while there are no smaller ND lotto games or scratch cards on offer. The North Dakota state lottery site was initially launched in 2004 offering just some basic options. It was upgraded twice since, first in 2014 and then in 2018, when the new Pick & Click system was introduced. North Dakota Lotto America tickets are sold at USD 1 apiece. Players have about 1 in 26 million chance of scoring the main jackpot, which happens if they match all five numbers and the Star Ball number on their ticket with drawn numbers.

Lucky for Life draws take place two times a week, on Mondays and Thursdays. Tickets are available for USD 2 and the goal is to guess all five numbers and the Lucky Ball to get the main score. For the second prize, 25 grand a year for life, you’ll need to guess five number without the Lucky Ball (a 1 in 1,8 million shot). There are no special multipliers or other options available to players here.
- 2by2 is a daily draw that offers the jackpot of USD 22,000, except on Tuesdays. For the Tuesday draws, all prizes are doubled, so the jackpot is USD 44,000. Tickets are available at USD 1 a pop and the odds of winning the jackpot are 1 in 105,625. Odds of your ticket being a winner of any kind are very good, at 1 in 3.59.
To win, players need to correctly guess two red and two blue numbers. There can be up to ten winners for each draw, with every winner taking home the main jackpot (USD 22,000 or USD 44,000). If there are more than ten winners in any particular draw, the maximum liability (i.e. USD 220,000 or USD 440,000) is split among all winners.

As already mentioned several times in this text, North Dakota doesn’t offer any special or proprietary games. This means that not only there aren’t any special lotto or lottery drawings but residents can’t even buy any scratch cards online or at local retailers.

Historically speaking, there hasn’t been much support for lottery in general in North Dakota. The first million-dollar winner from North Dakota was Kevin Green, a forklift operator from Williston. The win happened in on March 15, 2006, almost exactly two years after the sale of Powerball tickets was approved in the state. Green ended up receiving a check for USD 695,000 after state and federal taxes but this was still a life-changing amount for Green who was 48 at the time.
The lucky winner got the sweet USD 1,000,000 prize thanks to the Power Play option, which multiplied his base win of USD 200,000 by five. Incidentally, that’s exactly the number of days he took before driving to Bismarck where the North Dakota lottery office is located to claim his prize after taking some time off to celebrate the unexpected windfall and, possibly, plan what to do with the money.
North Dakota has also seen a fair share of second-prize winners in the Lucky for Life lottery, each winning the great USD 25,000 every year for the rest of their lives.

Chances: The Online Development of ND Lottery
While there are always opportunities to make things better, there isn’t much we can hope for in ND in terms of changes to North Dakota lottery games offered online. Players have access to pretty much everything that’s available in land-based retail stores so there isn’t much that the lottery can do to improve the offering.
One thing that we might see in the future is more payment methods added to the mix, so that players can buy their tickets with even fewer complications.
